Job Summary: GIZ is recruiting a Senior Technical Advisor for the Team Europe Initiative in Africa to support in the implementation of the TEI and to lead engagements in Uganda.
Duties and Responsibilities
Represent the BACKUP programme in Uganda and lead the project implementation in the country.
Provide strategic advice to partner institutions and organizations in Uganda, focusing on community systems strengthening and technical support planning.
Engage in strategic policy discussions and forums, including high-level dialogues, within the health sector, establishing and maintaining partnerships with national and international stakeholders.
Managing BACKUP activities in support of the Global Fund, while also tracking developments in other global financing mechanisms like GFF and Gavi to enhance alignment and harmonization efforts at the country level.
Specific Tasks The Senior Technical Advisor performs the following specific tasks:
Technical advice:
Lead the technical implementation of the BACKUP project in Uganda.
Identify technical assistance (TA) needs and opportunities, emphasizing community systems strengthening and civil society engagement to promote effective community rights and gender approaches in global health financing.
Offer advice on potential TA activities aligned with national priorities, project strategies, and partner needs, with a focus on cross-cutting themes such as community, rights, and gender.
Management and Coordination:
Collaborate with the UK Government FCDO Global Fund Accelerator Adviser to plan and deliver technical and financial support under BACKUP’s overall strategy, focusing on community systems strengthening with attention to human rights and gender priorities.
Manage and coordinate BACKUP interventions in the country, including monitoring, reporting, and logistical arrangements; Support knowledge management by documenting good practices and lessons learned.
Communication and Networking:
Represent BACKUP Health in national meetings; Foster partnerships and linkages among key stakeholders involved in Global Fund, disease-specific interventions, health system actors, Gavi, and the GFF.
Coordinate BACKUP health communication efforts for public relations through national, regional, and global publication of project outcomes, in coordination with FCDO.
Other Duties/Additional Tasks
Perform other duties and tasks at the request of management.
Qualification, Experiences and Competencies
Master’s degree in public health, Public Policy, Development Studies, or a comparable qualification.
Details of experience
At least 7 years professional experience in comparable positions.
Work experience in public health in Uganda with public, private institutions or non-profit/ civil society organisations (e.g., disease control, health service delivery, community development).
Experience in strengthening community health systems and the capacity of community and civil society engagement to Resilient and Sustainable Systems to Health (RSSH).
A proven track record of building partnerships and effective relationships with a range of stakeholders.
Knowledge, skills and competences
Highly motivated professional with strong leadership capabilities to independently manage country-level processes and collaborate effectively within a global team. Possesses strong managerial, organizational, intercultural, and communication skills.
Proficient in spoken and written English.
Skilled in using information and communication technology (ICT) tools and computer applications, such as MS Office, email, and internet platforms.
