USAID/Uganda is seeking offers from United States (U.S.) citizen – offshore or resident in Uganda per AIDAR Appendix J. to provide personal services under contract as the Health Information Systems Advisor (HIS Advisor) (Re-advertised).

Salary Range: $104,604 – $135,987, equivalent to GS-14.
Eligible Offerors are required to complete and submit all the required documents as detailed in Section IV – SUBMITTING AN OFFER – of the solicitation document.
Duties and Responsibilities
System Design and Implementation:
Develop and implement health information systems that align with organizational needs and healthcare standards.
Collaborate with stakeholders to assess requirements and design systems that meet clinical, administrative, and reporting needs.
Data Management and Analysis:
Oversee the collection, storage, and management of health data to ensure accuracy, consistency, and security.
Analyze health data to identify trends, improve decision-making, and support public health initiatives.
Training and Support:
Provide training and support to healthcare staff on the use of health information systems.
Develop training materials and user guides to facilitate the adoption and effective use of HIS.
System Integration:
Ensure seamless integration of HIS with other healthcare systems, such as electronic health records (EHR), laboratory information systems, and billing systems.
Coordinate with IT teams to resolve integration issues and optimize system performance.
Compliance and Security:
Ensure that health information systems comply with relevant regulations and standards, such as HIPAA (Health Insurance Portability and Accountability Act) in the U.S.
Implement and monitor security protocols to protect patient data and ensure privacy.
Qualification, Experiences and Competencies
Educational Background:
Bachelor’s degree in health informatics, information systems, computer science, or a related field. A master’s degree may be preferred or required for some positions.
Relevant certifications (e.g., Certified Health Data Analyst (CHDA), Certified Professional in Health Informatics (CPHI), etc.) are often beneficial.
Experience:
Several years of experience in health information systems, healthcare IT, or a related field.
Proven track record of managing and implementing health information systems in a clinical or healthcare setting.
Technical Skills:
Proficiency in health information systems, electronic health records (EHR), database management, and data analytics.
Familiarity with programming languages (e.g., SQL, Python) and health data standards (e.g., HL7, ICD, SNOMED).
Knowledge of Healthcare Regulations:
In-depth knowledge of healthcare regulations and standards, such as HIPAA, HITECH, and other relevant laws.
Understanding of healthcare workflows and the specific needs of healthcare providers.
Analytical and Problem-Solving Skills:
Strong analytical skills to assess system performance, identify issues, and develop effective solutions.
Ability to analyze complex data sets and derive actionable insights.
