Duties and Responsibilities
KEY ACCOUNTABILITIES
1. To give legal advice to both internal and external stakeholders, draft contracts/agreements and participate in the amendment of URA policies and tax laws to streamline the flow of URA business
a) Interpret Tax Laws, case Laws, & provide Legal opinions after conducting Legal research
b) Draft contracts/agreements for supplies, services, works goods, tenancies, purchase agreements, & consultancies to URA as well as MOUs and staff bonding agreements to create binding legal relationships to curtail possible future mishaps that may arise out of the relationships
c) Participate in the identification & preparation of amendments to the tax laws for submission to M.o.FPED to enhance the collection of revenue
d) Facilitate the acquisition process and obtaining of land titles for URA properties to protect URA’s interests
e) Facilitate policy reviews and amendments process to streamline decision-making and the running of URA business
2. Represent the Organization in Courts of Law and Tax Appeals Tribunal, interpret tax and Case Laws to ensure that URA is ably represented in courts of law and enforcement of tax laws
a) Carry out due diligence on civil and criminal cases before the court to ensure compliance with tax laws, URA policies and procedures.
b) Represent the Organization in Courts of Law in criminal matters to ensure compliance with tax laws, URA policies and procedures
c) Draft Pleadings and other documents/reports that arise out of related tax laws, court cases and other transactions to ensure that URA is ably represented in courts of law.
d) Interview and brief witnesses on Court, Tribunal / Arbitration Proceedings and prepare them to testify in court.
e) Carry out Legal Research on all cases/matters as instructed to provide a basis for discussion of the case.
Qualification, Experiences and Competencies
PERSON SPECIFICATIONS
Essential Requirements
a) An honors Bachelors degree in law (LLB) from a recognized academic institution.
b) Enrollment as an Advocate of the High Court
c) Possession of a Valid Practicing Certificate
d) At least two (02) years’ experience in legal practice and in-house legal counsel in a reputable organization
e) An impeccable record of integrity
Desirable Requirements
a) Professional qualifications in any of the Law and Tax administration areas.
b) Training in any of the areas of legal practice and any other related area.
Knowledge
a) Knowledge of the Tax laws in Ugandab) Experience in drafting contracts and agreements
SPECIAL SKILLS AND ATTRIBUTES
a) Ability to interpret tax laws, including mediation and expertise in policy-making
b) Self–motivation with the ability to draft advocacy policies and offer advice on general tax laws; and regulatory analysis/compliance in tax laws.
c) The Incumbent should have good communication skills with an excellent command of the English language - both spoken and written
d) Skilled legal researcher with ability to use computer-based and non-computer-based legal, technical, and scientific research
e) Possession of strong negotiation and networking skills
