MSF offers assistance to people based on need irrespective of race, religion, gender, or political affiliation.
Job Summary: The Staff Health Manager will be managing Support Unit Kampala’s (SUKA) Staff Health activities including administrative tasks related to the coordination of work, ensuring good relationships with local and national authorities and ensuring adequate program management in SUKA, according to MSF protocols, (para)medical standards, rules of hygiene and the standard precautions in order to ensure the delivery of quality medical care for Locally Hired Staff (LHS), International Mobile Staff (IMS), Visitors and training participants.
Duties and Responsibilities
Ensuring medical follow up of LHS and IMS + dependants’ staff (assessment, treatment, improvement, vaccination etc.) – Organize the administrative, medical information (reports, ongoing treatments) and documentation.
In case of a medical emergency, coordinate with the Head of Mission, Operation Centre Paris’s Medco and the Staff Health Unit (SHU) for International Mobile Staffs evacuation and follow up.
In collaboration with the HR team (Line Manager), oversee all medical expenses associated with various consultations and hospitalizations.
Ensuring medical briefing and follow up of all SUKA Visitors and training participants. Including accompaniment to local hospital in case of sickness and hospitalization.
Coordinate with the support of the HR Team, activities and promoting communication and participation in the development of staff Health initiatives within the intersectional SUKA set up (Mental Health and Wellbeing at the Workplace, staff health day, vaccination campaigns etc…)
With the support of the HR team and the OCG Staff Health Unit, update and apply the employee health policy and participation in the evaluation of hospital structures that can serve as reference structures for national and international staff.
With the support of the HR team. and in collaboration with the OCP MEDCO and the SHU, assess and monitor the health insurance service level quality and actively manage the yearly contract renewaV provider revision.
Monitor and assess the health insurance service provider: quarterly staff health utilization report and recommend action points and offer guidance as per the report analysis.
Participate in the management of the central pharmacy, the first aid kits at all MSF premises.
Ensuring that the data and medical reports archiving in SUKA are completed and confidential.
Evaluating and updating the assessments (and contacts database) for hospital structures and specialists.
Follow up with all SUKA Staff on the chronic diseases program in close collaboration with the health insurance provider.
Medical monitoring of hospitalized MSF Staff (or undergoing specialized care): ensuring medical follow-up of staff treatment and progress (including Mental Health), overseeing all extraordinary medical expenses (not covered by insurance) with the hierarchical (SUKA) and functional (SHU) supervisors.
In collaboration with SHU, Organize staff health promotion and education events. trainings (OSH/ First aid/vaccination campaigns. Mental health awareness, Infection Prevention and Safety Measures in the workspace etc.)
Support SUKA’s LHS and IMS staff travelling abroad for missions/detachment or training to complete medical check-ups and access the required vaccines as required by the process.
Bills payment Ensure all medical services (facilitated through Staff health Support) are paid for promptly in consultation with the Accountant/Finance Manager or the insurance provider as may be relevant
identify and follow-up potential pandemic/ highly transmissible cases of SUKA staff members and their household members, assuring that proper SOPs are implemented, followed, in order to ensure the low transmission risk at the workplace to continue keeping the operations running efficiently.
Qualification, Experiences and Competencies
Degree in Medicine from a Reputable Institution.
Experience:
Experience in Tropical Medicine and or Public Health Experience working with both local and international insurance service Providers.
Minimum 1 year experience in service as a staff health Coordinator
Minimum 2 years’ experience with MSF (Field and/or Coordination) required.
Skills and Competencies Required:
People Management and Development, Commitment to MSF Principles. Behavioural Flexibility; Results and Quality Orientation: Teamwork and Cooperation Languages:
Local languages and French is a strong asset
Knowledge:
Highly computer literate, good knowledge of governmental protocols (diplomatic status) and administrative procedures
