ACTED maintains offices in the capital, Kampala, and in Karamoja, and the organization is currently implementing projects in Nakasongola and Mbarara Districts, and in Nakapiripirit District, Karamoja.
Projects in Nakapiripirit focus on building community resilience to shocks, such as floods and droughts, while ACTED’s work in Nakasongola and Mbarara focuses on monitoring and mitigating greenhouse gas emissions associated with cattle farming, thus contributing to Uganda’s efforts to combat climate change.

Duties and Responsibilities
Main objective:
Finance Officer will be in charge of cost management and accounting at the Kampala capital, management of financial and cash flows between Kampala and Areas.
HE/SHE will also support to ensure the financial soundness of the mission and the projects carried out in the country, HE/SHE will specially support on the expenditure and cost control, accounting and budget monitoring, as well as financial reporting, both internally to HQ and externally to donors, under the supervisor of the country finance managers, he/she tasks with the Finance Manager.
Respect and follow-up ACTED’sfinancial procedures.
General Objectives
Produce financial information in the properformat to CFM,ACTED Paris andother external agencies as needed.
Financial Reporting of ACTED’s projects to donors.
Ensure an efficient flowof information withCoordination & HQ Paris.
Support CFM to guarantee the proper useof fund throughthe respect of procedures (internal control, risk management, legal compliance) and the maintenance of accurate accounting records.
FUNCTIONS
Duties and Responsibilities.
1. Accounting and Treasury/Cash Management:
Accountancy:
Supervise accountancy procedures: filing of documents, allocation of expenses, vouchers registration, balance checking, etc., for Uganda;
Treasury:
Open/close bank accounts on the authority of the CFM/DCD/CD;
Oversee themanagement of bankaccounts: follow transfers, check balances;
Supervise the management of safes andcash: available amount, balance checks, security instructions;
Assess monthly cash-flow needs forprojects and basesand communicate cashrequests to theHQ;
Commitment of expenditure
Support CFM to Set up and formalize procedures for the commitment of expenditure, conform to ACTED procurement guidelines: collect visas of authorized staff members, set-up commitment ceiling in local currencies, define methods and timescales for payment according to local practices;
Support CFM to Ensurethat procedures are adhered to in termsof contracts and payments;
Support CFM to Ensure that proofs of purchase are valid (contracts, orders, bills, invoices, delivery receipts etc);
Budget Follow up ;
Financial accountability of ACTED’s projects implemented in Uganda;
Financial followup of ACTED’sprojects implemented in Uganda;
Financial analysis of ACTED’s projects implemented in Uganda;
Ensure an on-time and efficient flowof information withCountry Coordination and Area Coordination.
Financial Report
Ensure an on-time and efficient flowof financial reportto the donors;
Follow up of financial report with the HQ and donors;
Support the preparation process of Internal / External Auditsof donor at required time.
Timely preparation of Internal reports (TITANIC)
Training/Capacity Building.
Ad hoc training of finance personnel.
Salary ranges form 4,000,000 to 5,000,000 UGX D1-D3 gross pay
Qualification, Experiences and Competencies
Bachelor’s Degree in any related field such as finance and accounting, business administration, or related field
Full professional, accounting, qualification e.g Certified Public Accountant.
Membership of professional accounting body will be an added advantage.
At least 3years accounting experience in financial reporting, preferable in the NGO environment.
Experience in grants management.
Experience in data entries and using accounting software, Microsoft Navision ERP is an added advantage.
Strong attention to detail and good analytical skill.
Hands-on experience with accounting software like FreshBooks and Quick books
