On behalf of our client TOTALENERGIES, we are looking for a competent, skilled, and experienced Social Compliance Officer- Maternity Cover to work in Kampala.
Job Description
Job Title: Social Compliance Officer
Division: Social Performance
Location: rotational
Duties and Responsibilities
Implement the Contractor Social Management Control Framework that sets out a process of: (i) identifying contractual social management obligations and controls; (ii) assigning social risk categories based on Scopes Of Work, community impact and risk and contractor capacity; (iii) reviewing and approving Contractor Social Management Plans (iv) onboarding; (v) Contractor (and subcontractor) communication and awareness (especially in areas of labour and working conditions, local recruitment, grievance management and use of the Project SIMS - Borealis) ; (vi) designing and implementing an assurance framework; (vii) defining corrective actions and where necessary, escalation to package and project managers; and (viii) ensuring close out of social obligations prior to demobilisation.
Support development and continuously improve systems, procedures and processes tailored to risk, including close out procedures to ensure that all social commitments are met before a contractor demobilizes.
Risk Categorization: Review of Contractor Scope of Work and contract social exhibits to extract contractor social obligations and assign risk categorization to Contractor, thereby informing intensity of required field assurance
Establish functional relationship with Contract/Package Managers and contractors and subcontractors to align on scope of work, risk, social management obligations, capacity and resource requirements and Contractor and Company assurance
Work with contractors to align on development of Social Management Plans and review and approve such documents prior to their mobilization to field ensuring that Contractors apply the defined social standards and ensure that international best practice, company guidelines and sustainable development requirements are implemented and address non-compliance with corrective actions and escalation as required.
Ensure delivery of comprehensive onboarding of contractors and subcontractors in field prior to commencement of activities
In consultation and coordination with Contractor and Subcontractor align on awareness requirements associated with the design, planning and execution of the social management plan
Assess monitor and evaluate contractor social management programs and ensure they’re aligned with TEPU requirement.
Coordinate with internal functions responsible for related areas – stakeholder engagement for introduction and facilitation of contractor work in project affected villages; national content and local recruitment and procurement of goods and services; CSR for coordination of Contractor CSR activities; HR and HSE for periodic assurance/audit activities
Coordinate with partners in relation to Project management of the social obligations of Contractors and Subcontractors as required
Produce regular dashboard and reports to monitor and evaluate contractor social performance over time
Qualification, Experiences and Competencies
Qualification: Degree in Law, and diploma in Legal Practice; accounting, financial reporting or equivalent and relevant education
Experience:
Minimum 2 years’ experience in contractor management, compliance, risk, or audit.
Ability to work in a complex and multicultural environment
Well-developed people skills including listening and communication skills with the ability to develop and maintain good relations with Contractors and Subcontractors and relevant internal (social performance, national content, human resources, HSE and construction team) and external stakeholders (various levels of GoU)
Good negotiation and conflict management skills
Analysis, Compliance performance reporting
Experience managing many clients at the same time
High proficiency in Microsoft Office and other relevant software
