Starting from 1 January 2024, the Uganda Business and Technical Examinations Board (UBTEB) will be responsible for assessing and conducting examinations for the Accounting Technicians Diploma (ATD) programme. This was announced by UBTEB and the Institute of Certified Public Accountants of Uganda (ICPAU) in a joint statement on 07th November 2023.
The statement said that the handover of the ATD examinations from ICPAU to UBTEB was part of a memorandum of understanding signed in 2018 to enhance the quality and relevance of accounting related programmes offered by UBTEB. The statement also clarified that the students who are already enrolled in the ATD programme under ICPAU will continue and complete their course with ICPAU, while new students will register with UBTEB.
According to the statement, UBTEB and ICPAU have agreed to harmonize and streamline the content of the business/accounting programmes at diploma levels to ensure that UBTEB graduates can benefit from course exemptions when they pursue the Certified Public Accountants of Uganda (CPA(U)) programme offered by ICPAU. The CPA(U) is a professional accountancy programme that is accredited by ICPAU in accordance with the Uganda Accountancy Qualifications Framework (UAQF).
The statement further said that the collaboration between UBTEB and ICPAU will enable students to save time and money in their journey to become certified public accountants, as they can easily progress from certificate and diploma levels to degree programmes accredited by ICPAU. The statement also said that this will contribute to the government's vision of producing competent and productive labour force for the country's development.
